Half transportation deduction

Hi Experts,

I have a issue with a PCR configuration.

I have a case:

For wage type “Half transportation deduction” i need to configure a PCR which works as under.

If an employee workd for more than 15 days then full amount but if less then 15 days then half amount.

e.g., If employee total transportation is 5000 and records start date in 0014 is e.g. 15.03.2014-30.04.2014

Defaulted amount for March should be half i.e., 3000

Below is the PCR:

Please advise what is wrong in this PCR.

According to this PCR:

If the record in IT0014 is after 15th of month, it is calculating half amount. But if record is before 15th i.e., from 1st-14th, then also half amount.

Please advise urgently...
