Issuer of SSO ticket is not authorized

Hello All,

I tried to establish JCO connections from sap portal to BI system.

I get this error: 

com.sap.mw.jco.JCO$Exception: (103) RFC_ERROR_LOGON_FAILURE: Issuer of SSO ticket is not authorized. on 'MODELDATA_DEST',

But the MODELDATA_DEST is working .

When I try TCO SSO2 There is no error.

Any Idea?
