Using MPOs and MCs to assign entitlements in DFPS Personal Equipment?

We are implementing DFPS Personal Equipment in SAP and have business use case requirements for assigning Personal Equipment Entitlements that are ‘Person’ specific, not position/job/unit specific.

  1. Accoutrements (ex. rank slides) entitlement. We have an example where the person fulfilling an HR position designated for a Major is actually held by a Captain placed into the position. If the rank slides were to be assigned at the position level, the Captain would incorrectly assume an entitlement for Major rank slides. The goal is to have a process established without significant resourcing to manage entitlement changes manually.
  2. Qualification based entitlements. A person holds a position with certain entitlements but also is entitled to more Personal Equipment based on qualifications he/she holds. If the qualification based entitlement is assigned to the position and the current person moves, the extra entitlement would be assumed by the new holder of the position and that person may not have the extra qualification certificate to warrant the extra entitlement. How to assign qualification based entitlements that will follow a specific person through position changes without manual updates with each move?
  3. Standard Reports/tcodes for audit, search and management of MPOs and MCs which allows for extracts to excel type format and printing capabilities.

  Would like to hear from other users if they have encountered the above and the solution that has been implemented or lessons learned.
